IF THERE IS A DEMAND FOR 'UTTARBANGA' AND 'RARHBANGA', THEN IT REFLECTS THE FAILURE OF GOVERNANCE BY THE BANGABHOOMI GOVERNMENT !!!

are still in the same POSITION; 

why the development is too much 

'metro areas' centric only, a valid question
