not get waters, when it really MATTERS.
During any monsoon, rainfall is not
consistent every year in all AREAS;
so, the rainwaters kept in ponds, lakes and
dams can be used as 'Water ARREARS'.
Time has come to create 'Artificial Water
Storage System' (AWSS), which will be
like huge water TANKS.
Each and every village of India must have
20, 20 litres each water tanks and each
Block must have 2 'Water BANKS'.
The role of the employees of the
'Water Banks' will be to preserve the
rainwaters for at least 1 year and
always be ready to SUPPLY.
The village or state having shortage of
irrigated water must approach the
'Water Banks' and how much water
is required, for that, they have to APPLY.
The 'Water Banks' will be in direct control
of the 'Centralized Water Corporation'
(CWC), will charge money per liters
of water from the CUSTOMERS;
the salaries and operational expenses of
'Water Banks' to be met out by Government,
revenues earned from customers and
taxes from water CONSUMERS.
Water is precious,
preserve it
as much as POSSIBLE;
and also 'Water Tax' to be implemented
everywhere to make this 'Paani Bachao'
